All Hungarian nationals with no residential address in Hungary who are on the central electoral roll at their request (i.e. have previously registered) may apply for the change of their notification address or details of receipt of ballot paper included in their previously provided information (change of registration).
An application must be submitted to change the notification address or place of receipt of ballot paper. The application may be submitted by electronic means or by post.

After downloading from the website, printing and completing the application, it must be sent to the National Election Office by post to the following address:

A notification of entry of the details specified in the application on the electoral roll or, if the application cannot be granted, a decision of rejection is delivered to the email address, facsimile number or postal address indicated in the application.
Voters living abroad with no registered residential address in Hungary stay on the central electoral roll for 10 years. The 10-year period starts on the date when the voter living abroad with no residential address in Hungary is registered on the electoral roll; however, the 10-year period restarts if the voter casts a vote or applies for the change of his/her notification address or place of receipt of ballot paper and/or the extension of his/her registration on the electoral roll.
An application for change of notification address or place of receipt of ballot paper may be submitted at any time.
The National Election Office takes a decision on the application within 5 days of its receipt or, during the period following the announcement of the date of the election, on the day of its receipt.
Please note: In cases where an application is submitted during the period after the announcement of the date of the election, the applicant may effect any change to his/her notification address or place of receipt of ballot paper if his/her application is received by the National Election Office by the 25th day preceding the relevant election, provided that the applicant meets the statutory conditions applicable to changing the notification address or the place of receipt of ballot paper.
No other documents are required to be submitted in addition to the application.
No payment obligation arises from submitting an application.

An appeal against a decision to reject an application may be submitted to the President of the National Election Office by no later than the fifteenth day of receiving the notification of such a decision or, in the case of notification by electronic means or facsimile, of the notification being sent. The appeal may be submitted by post to H-1397 Budapest, Pf.: 547. or by electronic means with electronic authentication only by completing the form available at www.magyarorszag.hu under ‘Választás > Választás > Jogorvoslat (NVI)’ (Election > Election > Remedy (NEO)) by clicking on the ‘Ügyintézés indítása’ (Start administration process) button.
In addition to personal identification information (name, name at birth, place and date of birth, mother’s name, personal identification number or the number of an identity document issued by a Hungarian authority) and residential address information, an appeal must include the reference number of the decision to reject the application as well as a justification for changing the information.
If the President of the National Election Office concludes that the appeal is well-founded, the information of the applicant on the electoral roll is changed as specified in the appeal or, if his/her information is not on there, the applicant is registered on the electoral roll considering the information on his/her notification address or place of receipt of ballot paper as provided in the application for change.
If the President of the National Election Office does not allow the appeal, it is referred to the Budapest-Capital Regional Court for consideration.
You will be notified of the above by the President of the National Election Office.
The Budapest-Capital Regional Court takes a decision on the appeal by no later than the fifteenth day of receiving it or, for decisions to be taken after the announcement of the date of the election, within three days of receiving it. You will be notified of this decision directly by the Budapest-Capital Regional Court.
Representation by a lawyer in the proceedings of the Budapest-Capital Regional Court is optional; the Regional Court acts a single judge.
If the Budapest-Capital Regional Court concludes that the appeal is well-founded, it orders the information on the electoral roll to be changed or, if no such information was on there, its entry on the electoral roll. Otherwise, the appeal will be rejected by the Budapest-Capital Regional Court.
residential address in Hungary: the address of the declared place of domicile in Hungary; for those with no declared place of domicile either in Hungary or abroad, the address of the declared place of residence in Hungary.
central electoral roll: the electronic register kept by the National Election Office. Voters on the central electoral roll can exercise their right to vote.
